It is administered by the Pennsylvania Department of Labor & Industry. Registration: Employers must register with the Pennsylvania Department of Labor & Industry as soon as they hire their first Pennsylvania employee. Registration can be completed online. Pennsylvania is one of three states (with Alaska and New Jersey) requiring employee UI contributions. The employee contribution rate is 0.06% on the first $10,000 of wages.
